I don't think AE does that kind of thing, but if he did, yes, I think Julian has potential to take us to next step sooner than Vince or Tre would. He's a craft scorer with some length and the frame to put on some weight and become even more of a force on both ends.
Having said that, I assume that Mobley will go pro because he turns 23 this year or someone will transfer in search of more playing time. I could be wrong though.
Here's a YouTube video of some of his highlights-

Phillips seems like Peyton Watson 2.0 to me. He has the perfect NBA body and athleticism but needs to develop the skills that would make him an effective college player. It sounds like he still can’t shoot which means he will not be able to spread the floor. Given our love for two big lineups, the paint will be clogged and it will be much harder for him to use his athleticism driving. So he will likely hurt the team while on the floor but still will get consistent minutes as the staff feels compelled to play a five-star.
If he is only on the team for a year taking him doesn’t seem worth it to me. The only benefit would be listing him as an NBA draft pick from USC.
I don’t follow recruiting very closely so I might not be evaluating him correctly.

In fairness of Phillips, he is a good shooter.... and he does have the size to be a small college 4. But I’m not sure about his toughness or motor to be a starting 4 in college right now.
